The Secretariat
The Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), backed by the Local Governance Act (2016), Act 936, is the key national institutional body for the inter-sectoral policy coordination of decentralisation and for the decentralised local governance system. Chaired by the President of the Republic, the IMCCoD coordinates implementation of the National Decentralisation Policy and Strategy, which is the main operational plan for executing specific activities that are geared towards achieving decentralisation reforms in Ghana.
The IMCCoD consists of Ministers of critical sector Ministries, Departments and Agencies with decentralised functions including; Local Government, Decentralisation & Rural Development, Finance, Education, Health, Food and Agriculture, Gender, Children and Social Protection, the Attorney General and Minister of Justice, Head of the Local Government Service, Head of the Civil Service and Chairman of the National Development Planning Commission.
The IMCC is serviced by a Secretariat which operates as a Technical Secretariat for decentralisation reforms by,
- Closely collaborating with relevant Ministries, Departments and Agencies (MDAs) and providing them with the requisite technical backstoppingg and financial support to implement key activities and various aspects of the reforms.
- Distilling, coordinating and preparing all technical reform issues for consideration by the IMCC
- Providing high-level support for coordination and monitoring, through technical backstopping to the Task Forces established by the IMCC
- Conducting research on initiatives for decentralisation reforms and
- Performing the technical monitoring and evaluation of the decentralisation
Since its establishment in 2010, the IMCC has spearheaded and delivered on major inter-sectoral and technical issues that proved difficult for single sector ministers to traverse successfully. It has also identified obstacles impeding the implementation to advance reforms.
The IMCC and its Secretariat has formulated and successfully implemented three National Decentralization Policies and Action Plans with the latest been the National Decentralization
Policy and Strategy (2020-22024) and led on the enactment of relevant legislations for the local governance and decentralisation sector.
The IMCC Secretariat is committed to driving the implementation of the national decentralisation reforms as espoused by the NDPS 2020-2024 and thanks to the cooperation of our development partners, MDAs, CSOs, Traditional Authorities and MMDAS, we are able to deliver on our core mandate and will continue to work harder to accelerate the implementation of decentralisation reforms in Ghana
