Administrative Decentralisation
The thrust here is to improve the administrative and human resource capacity of local government actors to ensure quality service delivery commensurate with their mandate. This will involve activities aimed at complete devolution and de-concentration of line Ministries, Departments and Agencies (MDAs); ministerial realignment and restructuring for improved service delivery at the local level.

Policy Measures
a) Accelerate the establishment and integration of Departments of the DAs.
Despite progress made in establishing and integrating departments into the DAs and RCCs, there are some departments that are yet to be established. Starting off with a comprehensive framework to align expenditure with functions, sector specific transition plans
will be developed and implemented. A study on the establishment and functionality of Departments in the DAs and RCCs will form the basis to guide the integration of relevant departments as outlined in the LGA. Specific actions will be taken to devolve education, health, roads (urban and feeder) and gender, children and social protection, and waste management functions as departments of the Assembly.
b) Strengthen institutional and human capacity at the sub-national level for improved service delivery.
Interventions have been undertaken to build the institutional, organisational and human resource capacity of key institutions involved in decentralisation. An Inter- Service & Inter- Sectorial Collaboration & Cooperation (ISISCC) action plan will be implemented and platforms set up to share best practices and lessons learned on the implementation of identified areas of collaboration and cooperation. A Monitoring & Evaluation framework will be developed to track the implementation of the Inter- Service & Inter- Sectorial Collaboration & Cooperation (ISISCC). Furthermore, a capacity assessment of Sub-Structures/DAs and RCCs will be conducted to identify capacity gaps and develop programmes using the capacity building framework. Also, human resource assessment will be conducted to provide data and lessons for the review, harmonisation and implementation of human resource protocols for the DAs and RCCs in line with public service conditions.
c) Improve the performance of local government functionaries.
Performance management systems comprise performance agreements, service delivery charters and standards. These will be reviewed and harmonised to enhance performance and accountability of DAs to citizens. To ensure quality service delivery, DAs/RCCs will be supported in building staff capacity in key technical areas.
d) Accelerate ministerial realignment and departmental restructuring
The review of all outstanding legislation will accelerate the process of ministerial realignment and departmental restructuring. This will be supported through the development and introduction of organisation manuals, implementation of change management interventions for MDAs and Asset Management & Transfer Framework. Additionally, schemes of service for local governments will be reviewed to include all operational classes with decentralised functions.
