Accra, Wednesday, March 26, 2025 –
The Executive Secretary of the Inter-Ministerial Coordinating Committee (IMCC) on Decentralisation, Dr. Gameli Kewuribe Hoedoafia, successfully chaired his first Technical Working Group (TWG) meeting for the District Assemblies Common Fund Responsiveness Factor Grant (DACF RFG) in 2025.
The meeting, held at the DACF Conference Room, brought together key stakeholders, including the Administrator of the DACF, representatives from the Ministry of Local Government, Chieftaincy and Religious Affairs, Development Partners such as the Swiss State Secretariat for Economic Affairs (SECO), the German Development Bank (KfW), the GIZ and other members of the TWG. Discussions centered on strengthening the DACF RFG programme, an initiative designed to enhance the performance of Metropolitan, Municipal, and District Assemblies (MMDAs) by ensuring compliance with legal and regulatory frameworks, promoting good governance, and improving service delivery.
The DACF RFG Programme pools resources from three major contributors: the Government of Ghana (GoG), the German Development Bank (KfW), and the Swiss State Secretariat for Economic Affairs (SECO). These funds are allocated to support infrastructure projects, reinforcing sustainable development at the local government level.
In his address, Dr. Hoedoafia reaffirmed His Excellency the President’s unwavering commitment to decentralisation, emphasizing the critical role of the District Performance Assessment Tool (DPAT) in incentivizing MMDAs to effectively deliver on their mandates. He urged stakeholders to sustain collaborative efforts to enhance local governance and service delivery.
The meeting concluded with a renewed commitment from all partners to strengthen the implementation of the DACF RFG Programme, ensuring its alignment with national development priorities.
